Winter Crisis Program Offers Vital Heating Assistance for Ohio Families

​Ohio families struggling to heat their homes this winter have a lifeline through the Winter Crisis Program (WCP), offered from November 1 to March 31. Administered by local Energy Assistance Providers, the WCP helps eligible households avoid heating emergencies by providing financial assistance for utilities and other heating-related needs.

The WCP ensures that families facing financial hardships have access to essential heating services during the winter months.

To qualify, households must meet the income guidelines (175% of the federal poverty level) and demonstrate heating emergencies such as service shut-offs, low fuel supply, or the need for heating unit repairs. The program also helps with enrollment in the Percentage of Income Payment Plan (PIPP) or managing PIPP defaults.

Steps to Apply:

1. Start an application online at www.energyhelp.ohio.gov.
2. Provide proof of income for household members 18 years or older.
3. Submit documentation of all household members, including birthdates, Social Security numbers, and proof of citizenship or legal residency.
4. Complete an appointment with your local Energy Assistance Provider.

Once an appointment is scheduled, utility disconnections are delayed for 30 days, providing immediate relief for families in need.

In addition to covering utility bills, WCP funds may also be used for fuel tank replacements, heating unit repairs, and testing.
